Material used in the cladding that covered the Grenfell Tower was the cheaper, more flammable version of the two available options, an investigation of the supply chain has confirmed. Omnis Exteriors manufactured the aluminium composite material ACM used in the cladding, a company director, John Cowley, confirmed to the Guardian. Harley Facades confirmed it had installed the panels bought from Omnis in the work it performed on Grenfell Tower.
Construction firm Rydon Maintenance was the lead contractor on the project but sub-contracted elements of the work to smaller companies, including Harley. The website also says Omnis manufactures cladding at a workshop in St Helens and has supplied dozens of building projects around the country. German construction companies have been banned from using plastic-filled cladding, such as Reynobond PE, on towers more than 22 metres high since the s when regulations were brought in to improve fire safety at residential blocks.
Concerns that the panels could exacerbate the spread of fires led authorities to allow them only on buildings that can be reached by the fire brigade using fully-extended ladders from the ground. Taller buildings require panels with a more fire-resistant core and separate staircases for people to use if evacuation becomes necessary. US building codes also restrict the use of metal-composite panels without flame-retardant cores on buildings above 15 metres.
Germany is deemed to have some of the most stringent fire regulations in the world. High-rise tower blocks are common, particularly in former communist parts of the country, where they dominated new-build housing for decades. In Berlin and elsewhere, the austere blocks have become fashionable places to live, in part because of a housing shortage and the high cost of accommodation. The speed at which the fire spread at Grenfell Tower has led to intense speculation that external cladding panels made from aluminium sheets with a flammable polyethylene core may have fuelled the fire that tore through the block in the early hours of Wednesday morning.
But the investigation into the tragedy will look at scores of other factors that could have contributed to the blaze, including the proper installation of fire barriers between the cladding on each floor and any holes left after the recent refurbishment through which fire could have spread.
In the UK there are no regulations requiring the use of fire-retardant material in cladding used on the exterior of tower blocks and schools.
But the Fire Protection Association FPAan industry body, has been pushing for years for the government to make it a statutory requirement for local authorities and companies to use only fire-retardant material. On Thursday police launched a criminal inquiry into the fire at the storey building. At least 30 people died in the blaze, though police expect the figure to rise substantially.
Of the injured, 30 remain in hospital with 15 in a critical condition. When asked about the emails, Arconic said in a statement that it had known the panels would be used at Grenfell Tower but that it was not its role to decide what was or was not compliant with local building regulations.
The company manufactures three main types of Reynobond panel— one with a polyethylene PE core, one with a fire retardant core and another with a non-combustible core, according to its website. Diagrams in a Arconic brochure for its Reynobond panels describe how PE core panels are suitable up to 10 metres in height. Panels with a fire resistant core — the FR model — can be used up to 30 metres, while above that height, panels with the non-combustible core — the A2 model — should be used, the brochure says.
Arconic, which was known as Alcoa Inc untildeclined to say if it knew how tall the tower was and the emails seen by Reuters do not specifically refer to its height. Arconic also knew the quantity of panels being supplied and thus the total exterior coverage. Omnis Exteriors, which cut the Arconic tiles to shape and supplied them to the cladding contractor, said it was not responsible for the choice of panel.
Harley Facades Ltd. Rydon previously said in a statement that its work on the refurbishment of Grenfell Tower, which was intended to give the building better heat and sound insulation, complied with all building regulations. In the emails, French and representatives of Harley and Rydon also discuss the choice of panel models and colours and how they were inching towards securing the contract with the local authority.
On Sunday, British finance minister Philip Hammond said the type of panels used, which are cheaper than non-combustible panels, were banned for use in high rise buildings in Britain, as they are in Europe and the United States.
Omnis said combustible Reynobond PE material was safe to use on high rise buildings if the insultation material usually put behind the panels was made of incombustible material such as mineral fibre. Some safety experts say the regulations are not black and white. Supporters of the principles-based approach say it avoids the emergence of loopholes and means companies have to take account of new information on risks immediately, rather than wait for a new regulation to be drafted.
The fatal fire was started by a faulty Hotpoint fridge-freezer in one of the apartments, London police said on Friday. Detective Superintendent Fiona McCormack said insulation on the building, and the cladding panels, had failed safety tests carried out after the disaster.

Materials supplied by two companies, Celotex and Arconic, were focused on by Marcus Taverner QC, who is representing the contractor whose refurbishment of the south London building is being considered as part of phase two of the inquiry.

Celotex supplied its RS insulation product and Arconic-supplied Reynobond PE, the aluminium panels with a polyethylene core that were formed into cassettes to make up the cladding. In a revelation that drew gasps from those watching the hearing at the inquiry, Taverner read out an Arconic internal email from that discussed how their products might not be safe high-rise buildings.
The message, sent by Arconic employee Claude Wharle, suggested the company could still sell the product if it targeted countries with low regulatory standards. The email read: "For the moment, even if we know that PE material in cassette has a bad behaviour when exposed to fire, we can still work with national regulations who sic are not as restrictive. By March when the first purchase order was sent to Arconic, its Reynobond PE cassettes had been downgraded to Euroclass E fire rating, far below the class B level suitable for high-rise building.
The NFP92 [French] standard, which could be interpreted as allowing its use, should have been discontinued over ten years ago. Taverner also revealed that insulation manufacturer Celotex had only managed to get the necessary fire certification for its product by submitting a highly specific sample to the BRE for testing.
Taverner referred to emails between employees at Celotex discussing how to get the BR certification for FRlater marketed as RSas evidence. Celotex went on to submit a system for certification and failed in its first attempt to become BRcertified, but succeeded at the second attempt.
Taverner claimed they achieved this by submitting a system that was not typically used in construction projects, particularly with its inclusion of a non-combustible magnesium oxide reinforcement board. The BRE report did not mention the use of the board in its certification report. Laidlaw added that Harley, as a relatively small company with limited resources, had little choice but to accept the claims made by manufacturers.

Arconic needed the BBA certificate in order to let it sell Reynobond PE in the UK and the one issued in was the only one ever issued on the product. During pre-construction in Aprilcladding sub-contractor Harley was sent a copy of the BBA certificate by Arconic.
Taverner told the Grenfell Tower Inquiry that the certificate misrepresented the suitability of the product at that time as there was no Euroclass B rating for Reynobond PE as used on the tower. By Decembershortly after works began, the product had been downgraded to a Euroclass E rating.

Reynobond PE, one of several options offered by the company and not the most fire-retardant, has been banned for use on towers in countries including Germany and the US, but not the UK. We will continue to fully support the authorities as they investigate this tragedy. The company emailed clients on Monday to tell them it would no longer sell Reynobond PE to buyers planning to use it on tower blocks.
It said this would apply globally due to the difficulty of being sure that its material would be used in a way compliant with building regulations in multiple countries. Cladding contractor Harley Facades then installed the panels, which were combined with Celotex RS insulation to form the overall cladding. Harley won the contract to do so from Rydon Maintenance, the lead contractor overseeing the refurbishment of the block on behalf of the Kensington and Chelsea Tenant Management Organisation.

In early testing, 60 samples from buildings in 25 areas were classed as combustible, with about still to be tested. The panels feature two sheets of aluminium on either side of a core. In some cases, that material is not the fire-retardant type. The government has not said whether the samples that have failed the combustibility test all feature Reynobond, or include other types of panel. The panels can be combined with different types of insulation that could affect the fire resistance of the overall cladding.
The decision to stop selling Reynobond PE for use in skyscraper cladding comes after it emerged that the company knew that the less fire-resistant version, Reynobond PE, would be used on Grenfell Tower, despite its own guidelines warning that it was unsuitable for buildings above 10m tall.Population and economic growth

More than 70 others were injured and people escaped. The fire was started by a malfunctioning fridge-freezer on the fourth floor.
This was due to the building's claddingthe external insulation and the air gap between which enabled the stack effect. It burned for about 60 hours before finally being extinguished. More than London Fire Brigade firefighters and 70 fire engines were involved from stations all across London in efforts to control the fire and rescue residents.
More than London Ambulance Service crews on at least 20 ambulances attended, joined by specialist paramedics from the Ambulance Service's Hazardous Area Response Team. The fire is currently being investigated by the police, a public inquiry, and coroner's inquests. Among the issues being investigated are the management of the building by Kensington and Chelsea London Borough Council and Kensington and Chelsea TMO Tenant Management Organisation, which was responsible for the borough's council housing and the responses of London Fire Brigade, the council and other government agencies.
In the aftermath of the fire, the council's leader, deputy leader and chief executive resigned, and the council took direct control of council housing from the TMO. The national government commissioned an independent review of building regulations and fire safety, which published a report in May Across the UK and in some other countries, local governments have investigated other tower blocks to find others that have similar cladding.

GAG frequently cited other fires in tower blocks when it warned of the hazards at Grenfell. GAG suggested that "only a catastrophic event will expose the ineptitude and incompetence of [KCTMO]", adding, "[We] predict that it won't be long before the words of this blog come back to haunt the KCTMO management and we will do everything in our power to ensure that those in authority know how long and how appallingly our landlord has ignored their responsibility to ensure the heath [sic] and safety of their tenants and leaseholders.
